ALL newly marketed homes now require a Homes Information pack
Home Information Packs, or HIP's, were introduced on 1st August 2007 when they were brought in for the sale of homes with 4 or more bedrooms.
It was then introduced for the sale of 3 bedroom homes from the 10th September 2007
And, it was introduced for the sale of 1 & 2 bedrooms homes from the 14th December 2007.
The only way you will avoid paying for a HIP at this stage, is if your property has been actively marketed before the various deadline dates outlined above.

A Home Information Pack is required for every newly marketed property. At this stage the HIP only has to have been ordered, for us to begin marketing the property.
The HIP will contain all sorts of information, including an energy performance report on your property and also searches relating to your property. Most of this information was required using the old system anyway. However, it was the buyer that paid for these elements after a sale had been agreed.
The idea is, that it will speed up transactions because all that will be outstanding is a mortgage offer. The are pluses and minuses for all parties with this new system. The biggest downside to sellers is going to be the cost, which would have normally been picked up by the purchaser during the conveyancing. However, we do believe that there will be fewer cancelled sales. The current system in England & Wales is one of the worst on the planet and this new system should lead to more sales going through to exchange of contracts and, in turn, less wasted money. However, we will reserve judgment until at least the first year has passed.
There are many HIP providers out there, but we have scoured the market for a HIP that is competitively priced, but offers a speed and level of service that allows for marketing at the earliest opportunity. If you have a 4 bedroom property that has been on the market since before the 1st August 2007 or you have a 3 bedroom property that has been on the market since before 10th September 2007 or a 1/2 bed property on since before 14th December 2007, you can prove this, and it is still on the market, then you will be able to market your property with us, without having to purchase a new HIP. The date for ALL properties to have a HIP (regardless of when they were marketed from) has not yet been announced.
As mentioned above, at this current time, the government has said that the vendor only needs to show they have commissioned a HIP. Therefore, same day marketing is possible at the moment. This relaxation of the law will last until 31st December 2008.
